Study: Which future for Intercultural Dialogue in the 2014-2020 EU Culture Programme?

Intercultural Dialogue is one of three specific objectives of the Culture (2007-2013) Programme of the European Union. How has this objective been translated into the practice of funded projects and organisations? This is the question which the Platform for Intercultural Europe and Culture Action Europe have investigated with a view to contributing to the preparation of its next phase beginning in 2014. While the promotion of intercultural dialogue remains one of the strategic objectives of the EU’s agenda for cultural policy, the Commission breaks this down to the consultation question “To what extent should the new programme widen access to culture and participation in culture for disadvantaged groups?” This echoes the Platform’s previous recommendation that Intercultural Dialogue should be defined, for the purposes of the EU Culture Programme as “European exchange and collaboration on arts & heritage to help ensure that people of all backgrounds and identities participate fully and equally in society”.
